The following features are added to create Advanced Server .NET Connector 4.1.3.1:

• The .NET connector has been merged with the upstream community driver version 4.1.3. For more information about the merge updates, visit https://www.nuget.org/packages/Npgsql/4.1.3

• The connector provides support for .NET Framework 4.6.1, .NET Core 3.0 and .NET Standard 2.1.
